We were passing by a locality in Cairo on our way out of the city, and wondered as to whether all the houses were having additional construction, since none of the houses really showed that they were completed from the outside. The guide with is told us that all of them wanted to show their houses as poor and plain from the outside, since otherwise, they could be harassed by tax officials.
